재외동포 대상 극영화 시나리오 및 독립영화 공모

1. 사업목적

해외에서 활동 중인 재외동포 영화인을 대상으로 작품성과 독창성 있는 극영화 시나리오 및 독립영화 제작지원을 통해 실력 있는 재외동포 영화인력의 발굴 및 창작의욕을 고취 함.

2. 사업개요

 가. 사업주최 : 재외동포재단, 영화진흥위원회(공동주최)

 나. 사업주관

  1) 작품선정 : 영화진흥위원회

  2) 시상식 및 부대행사: 재외동포재단

 다. 공모대상(2개 분야)

  1) 극영화 시나리오: 순수 창작 극영화 시나리오

  2) 독립영화(기 완성 작품)

    주류 상업영화 제작방식에서 탈피, 독자적인 제작방식을 통해 다양한 형태로 만들어지는 모든
     장르의 영화
    상영시간 및 제작매체에 대한 구분 없음 (단, 동 사업 공고일로부터 3년 이내 제작한 영화에 한함)

 라. 응모자격 : 재외동포 작가로서 기성, 신인 구별 없음.

    재외동포로서 거주지 시민권자, 영주권자 또는 이에 준하는 장기체류 자격 소지자
     (거주여권 소지자에 한하며, 국내거주자 제외)

 마. 선정편수 : 5편

  1) 극영화 시나리오: 3편

    대 상 : 1편(시상금 : 10,000,000원)
    우 수 상 : 2편(시상금 : 각 5,000,000원)

  2) 독립영화 : 2편(시상금 : 각 10,000,000원)
    ※ 완성 본 심사로 사후 지원 성격


3. 시상금의 지급 및 지원조건

 가. 저작권: 입상 및 선정작에 대한 저작권(영화화권)은 해당 작가가 소유함

 나. 시나리오 DB등록: 시나리오 공모사업 응모작 중 작가가 동의한 예비심사 통과작(당선작은
      의무등록)은 우수 작품집 발간 또는 시 나리오 DB에 작품을 등록하여 영화제작사에 작품을 소개 함.

 나. 제출양식 및 내용

  2) 재외동포 확인서류 (다음 각호의 1에 해당하는 서류)

    시민권자 : 시민권 또는 여권사본
    영주권자 또는 이에 준하는 장기 체류자(7년 이상) : 거주여권 사본
      (사진 있는 면, 유효기간 연장 시 기간연장 기재면 포함)
    거주여권 미 소지자 : 각 재외공관에서 발행한 재외국민등록증 사본

  3) 분야별 제출내용

   가) 시나리오 공모

    - 시높시스 : A4용지 2매 이내로 주요 등장인물의 간단한 캐릭터 설명 포함
    - 시나리오 본문
       일반 극영화 상영시간 분량의 시나리오 (100분 기준, 약 100씬-150씬 내외)
       반드시 PC로 작성, A4용지에 출력하여 묶음(제본)형태로 제출
        (디스켓 형태 및 원고지 양식은 접수받지 않음)
       사용언어는 ‘한국어'로 하며, 영어 등 기타 외국어의 경우 한국어 번역본 첨부

   나) 독립영화 제작지원
    - 시높시스 : A4용지 2매이내로 주요 등장인물의 간단한 캐릭터설명 포함
    - 주요제작진의 작품경력 소개서 및 인적사항 1부
    - 간략한 제작일지
    - 제작 완성물 : VHS 테잎으로 제출 (대사가 외국어일 경우 한국어 대사 리스트 별도 제출)

 다. 접수방법: 직접제출 또는 우편접수(단, 접수 마감일 도착분에 한함)

5. 심사위원회 구성 및 선정방식

 가. 심사위원회 구성 및 임무

  1) 구성: 1차 심사 및 2차 심사의 단일 심사위원회 구성(5인 이내)

  2) 심사운영

     1차 심사 : 심사위원 전원의 회독 및 작품 시사 후 선정편수의 2배수를 2차 심사에 회부
     2차 심사 : 1차 심사 통과 작에 대하여 토론회의를 통해 최종 수상작 선정

 나. 심사방법 : 별도 심사위원회 운영세칙에 의함

 다. 심사결과 공표 : 심사 종료 후 개별통보 및 재외동포재단과 영진위 홈페이지에 공표

6. 시상식 수상자 전원(5인)은 10월 중 재외동포재단 주최 재외동포대상 공모사업 시상식 및 부대행사에 참여 함
  * 왕복항공료, 체재비 재외동포재단 부담

7. 기타 유의사항

  1) 타인명의 응모는 접수 불가(발견 시 선정 후라도 당선취소)하며 필명이나 예명인 경우에는 반드시
     제출양식에 본명을 밝혀야 함.

  2) 아래 해당 작품은 사전에 심사제외 또는 선정을 취소하고 위원회 규정에 따라 제재 조치함.

    국내여타 단체(기관) 주최사업에서 입상한 작품
     국내·외 영화제작사 등에 기 매도 계약된 작품
     표절작품 또는 표절로 인정되는 것이 대부분으로 구성된 작품
     기타 심사위원회 또는 위원회가 부적격하다고 판단, 의결한 작품
      * 위 사항에 해당되는 경우 입상취소 및 상금회수

Public announcement of 2006 Film scenario and Independent film contest for Overseas Koreans

1. Project Objective

To tap the talents of overseas Korean scenario writers and independent film works;
to expand their base by engaging them in a contest that advances their creativity and originality; to support also their creative activities

2. Contest scheme

 A.  Sponsorship:(Co-sponsored by) the Overseas Koreans Foundation and the Korean Film Council

 B. Contest Objective (2 spheres)

  1) Contest of Film Scenario: Pure Creativity Actualized in Film Scenarios

  2) Independent film-making support

   Escape from the main current business film-making method, pass to
      create all categories movie that way diversification make into alone
   Do not distinguish analyse to be shown time and creation mediums
      * Limit the movie created in this announce day rose 3 years

 C. Eligible Applicants: Any overseas Korean writer, professional or amateur

     * Overseas Koreans: Overseas Koreans with citizenship or permanent
        residence in the resident country, or with prolonged permit to stay 
       corresponding to the preceding entities (limited to passport holders for
       overseas residence excluding those residing in Korea

 D. Number of Winning Entries: Five

  1) Contest Scenario: Three

   - Grand Prize: One(Prize Money : KRW 10,000,000)

   - Prize of Excellence: Two(Prize Money : KRW 5,000,000 each)

  2) Independent film-making support: Two(Prize Money:KRW10,000,000 each)

   ※ The review completes the work, so will pay later on

3. The cash award pays and supports the term

 A. Copyright: The (filming) copyright of the prize winning-entry will belong to the writer.

 B. Registration to Scenario DB: The works of the contestants including

   prize scenarios will be either published as an anthology of excellent works 
   or will be spontaneously registered in the Scenario DB to be introduced to
   the filming companies, upon approval of the writers. (The prize winners
   will be accountable for DB registration.

4. Call for Submission

 B. Requirements:

  1) Application for Scenario and Independent film-making support Contest

     * Download the form from the Overseas Koreans Foundation web site at
       www.okf.or.kr . or Forms are also available at Korean embassies and
       other diplomatic establishments abroad.

  2) Valid Documents for Oversea Koreans(an each item below)

    - Citizen: a copy of a citizenship ID or a passport

    - A permanent resident or a resident on prolonged stay: a copy of the
       resident passport (including the photo page and/or the page showing
       the valid extension of the passport)

    - In the absence of a passport - a copy of the registration for
      overseas Koreans issued by one of the diplomatic establishments abroad

  3) Classification to have

   ① Contest Scenario

    - Synopsis and background of the main characters in no more than two A4 page

    - Text of the Scenario

      Text should run for 100 minutes, or for about 100 –150 scenes.

      Text should be computerized, printed in A4 paper and bookbinded.
      (Submissions in diskettes or writing pads are not acceptable.)

    - All text should be in Korean and accompanied by the translated version
       (in English or other language) in an attachment.

   ② Independent film-making support

    - Synopsis and background of the main characters in no more than two A4 page

5. Constitution of the Screening Committee and Screening Procedure

 A. Constitution of the Screening Committee and its Function

  1) Constitution of the Screening Committee: One single screening committee both for the preliminary
      and the final (the committee consists of no more than five members

  2) Function of the Screening Committee

     Preliminary Screening: Each committee member reads the contending scenarios and will pick out
      selection the twice of the quantity of all entries. Those chosen will be developed in the finals 
     Final Screening: The final prize winners shall be selected among those that pass the preliminary
       screenings. The pre-screening will be accomplished through committee discussions and
       recommendations.

 B. Screening Procedure: Shall be based on the independent 'Rules and Regulations of
     the Screening Committee'

 C. Announcement of Screening Results: At September to each candidate will be informed about
     the results. The chosen entries will be announced on the websites of
     the Overseas Koreans Foundation and the Korea Film Council.

6. Awards the ceremony

   Prizewinner should attend in October we hold of make awards the ceremony and relevant performance

   * Overseas Koreans Foundation proffer a round-trip ticket(economy type) and accommodation

7. Remark

  1) Applications made in another name will not accepted. Doing so will ultimately result into
     disqualification in the competition. If discovered after the awarding ceremonies,
     the guilty party will relinquish the prize. An entry should have both the pen name
     and an accompanying document bearing the real name of the writer included in the rest of
     the requirements

  2) An entry made in the following categories shall not only be disqualified but will also be subject to
     disciplinary action in accordance with the rules and regulations of the Commission:

     An entry that has won a prize in a project that was sponsored by another organization (institution)
      in Korea 
     A work already contracted for sales to filming companies in and out of Korea 
     Plagiarism or a work considered built largely on plagiarism 
     Other work deemed by the screening committee or the Commission as unacceptable
       * Any entry that is guilty of any of the above will be disqualified for the right to join. If the
         disqualification was determined after the awarding ceremonies, the disqualified entry should
         return the prize money and the winning title.
